How it works

A typical electric bill can experience some dramatic ups and downs, as electricity needs change during the year. PGE’s Equal Pay option evens out your monthly bill so you make the same payment every month. 

Average payment based on past use 

Once a year, we estimate your annual electricity use based on what you’ve used in the past. We divide that annual use by 11 to calculate your monthly Equal Pay amount. 

Because your energy use can change over time, we give you a month every year to “catch up,” in which you pay the difference between what you’ve already paid for the year and what you’ve actually used. 

If you used less than estimated, you’ll get a credit for future bills in your catch-up month, and if you used more, you’ll have an amount due. 

Regular monitoring 

We also review your account every four months to compare your Equal Pay amount to your actual use and adjust your Equal Pay amount if needed. These adjustments help you avoid a large overpayment or underpayment, so you should have only a small bill or credit in your catch-up month.

Check your bill to compare your use 

Your Equal Pay amount is an estimate based on past use. So it’s a good idea to look at your bill each month to compare your actual use to the Equal Pay amount and make sure they are similar. 

You can also track any differences throughout the year on the back of your bill, on the line labeled “Equal Pay Payoff Balance.” While it’s normal to have some monthly differences, if you notice big shifts in your energy use, give us a call.

Right before Thanksgiving, Andrea Sinclair got laid off from her job as an office assistant. In January and February, the San Jose resident said she got PG&E bills of $687.04 and $681.67, respectively, more than double what she’d ever paid.

“It just doesn’t make sense,” Sinclair said. “We’re barely making it, and now I don’t know how we’re going to survive.”

Sinclair is one of many PG&E customers throughout the Bay Area and the state outraged over unusually high winter bills. The utility raised consumer electric prices twice earlier this year on the heels of a 13 percent hike for gas that went into effect in August.

That’s on top of high housing costs, rising food prices and gasoline once again creeping upward.

Julie Reynolds’ January PG&E bill was $584 for her 1,000-square-foot Oakland apartment — about one-third what she pays for rent. In February, it was $489. Her highest bill had been $300.

“It’s really killing my budget,” said Reynolds, who works as a representative renewing online memberships. “I used to be able to save a couple of hundred dollars a month, but now I’m not saving anything for a rainy day. I have to get my car smog checked, and I’m afraid of some bad situation where I’ll have to get something fixed.”

A 21 percent average increase in charges for customers who receive gas and electric service from December 2015 to December 2016 was a major cause for higher bills, according to Brandi Merlo, a PG&E spokeswoman. She said that, combined with damp and colder days this winter, fueled high heating bills.

“We know that higher-than-expected bills are frustrating and no one likes surprises when it comes to their bills,” Merlo said.

PG&E has said the cost increases were necessary to fund upgrades to its system, and that customers are still paying less than the national average for energy bills. The utility reported last month that it earned $675 million in the October-through-December quarter, more than double the profits of $247 million of the same quarter a year earlier.

She advised customers to go online to their PG&E account to monitor energy usage, and review whether they are using the best rate plan for their household. While there, they can learn about energy-saving tips and find out whether they qualify for a low-income discount program.

Sinclair got a low-income discount in January and February that reduced her bill $77 each month. She still owes nearly $1,400. She signed up for a $120-per-month payment plan for 12 months to avoid getting her utilities shut off. Sinclair and her partner live with their combined four children and her daughter’s boyfriend. Her son wasn’t living with them last year, but she said one more person doesn’t explain the hefty increase.

She said PG&E blamed the huge bill on the family’s use of space heaters.

“So now we’re wearing sweats, sweatshirts and socks, and my daughter is wearing gloves to bed,” Sinclair said. “We’re also taking the laundry to the laundromat to cut costs.”

Union City resident Linda Landavazo got a $616 PG&E bill in January, more than double last year’s.

“I was just trying not to let my heart pound too much,” says Landavazo, who works as a sorter for Amazon and a part-time driver for her aunt. “I don’t have the money for it to be honest.”

TURN, a statewide utility consumer advocacy organization, says it has received a flood of complaints and is trying to organize PG&E customers to attend the March 23 meeting of the Public Utilities Commission.

“It’s really important for customers to speak out,” said TURN spokeswoman Mindy Spatt. “We can’t fight the rates if the commission doesn’t know people are suffering.”

Sandra McKee got right on the phone to PG&E when she got a $700 shocker in January. A rep told her the utility had underestimated her usage for October, November and December. McKee said she couldn’t verify the readings because PG&E had switched out her meter. Furious, she went on Nextdoor, the social media sharing app for neighborhoods.

“I told people to be ready for a shock when they got their gas bills,” McKee said. “Other people started responding, but no one had anything as drastic as mine.”

Because of so many customer complaints, state Sen. Jerry Hill, D-San Mateo, directed his staff to research utility rates, usage, weather data and other information, using PG&E bills that customers provided.

“What we saw was that the charges were correct, but we did notice that the system itself was failing us,” Hill said.

PG&E uses a tier system to determine how much a customer pays. Each account gets a certain energy allocation under Tier One, the cheapest rate. Use more, you land in the pricier Tier Two, which costs some 40 percent more. So Hill has recommended, among other things, that PG&E and the PUC raise the cap for the lowest-priced tier in December and January to help reduce cost spikes. He also said the utility should have a better system of notifying customers when their usage is high before the bill comes out.

“This will not solve the problem, but it will make a modest improvement,” Hill said.

The PUC said in a statement that its staff was reviewing the factors contributing to the recent increases in gas bills. “Some of their recommendations mirror Sen. Hill’s report on how to reduce the likelihood of large spikes in the future and how to better educate utility customers on how to manage their bills,” the PUC said in a statement.

Yet some customers said they’re already as frugal as they can be with their energy usage, and their bills are still going up.

Debra Gooch’s bill went from $60 to $103 for her 600-square-foot Oakland apartment.

She has a chronic medical condition, and as a housekeeper was already having a hard time financially. To cut down on her energy usage, she’s been going to bed early, bundled up in a down jacket, ski pants, army socks and a hat with ear flaps. She said she even bought a kitty heating pad for her 19-year-old arthritic cat, Chita.

“In the morning, I wait to get up about 45 minutes before I have to go to work to escape having to turn on the frigging heat,” she said.

Corinne Allen had a 20 percent increase to $138 last month, with a low-income discount.

“The thing that drives me crazy is it’s not like we can go shopping around for another company,” said the Oakland pet sitter.

Margaretta Mitchell was stunned by her $700 bill, compared with $500 at the most last year. Like many frustrated customers, Mitchell, a self-employed photographer in Berkeley, suspects PG&E is hiking rates to pay the fines it incurred after the deadly 2010 San Bruno explosion. PG&E has denied that, saying the fines came out of shareholder money.

“We didn’t have any warning at all, it just happened,” Mitchell said. “It’s not fair.”

17 Ways To Pay Less For Your PG&E Bill

As of April 2019 California utility Pacific Gas & Electric Corp. (or PG&E as most of us know it as) has asked state regulators for another increase in rates and profits, saying it’s needed for wildfire safety and to attract investment as the utility goes through bankruptcy.

The Sacramento Bee reported that the request and a previous one could result in average PG&E customer bills rising more than $22 a month for electricity and natural gas.

If PG&E customers are on par with the average American household, grow by Acorns estimates that you’ll spend anywhere from $2,200 to nearly $4,000 this year on home utility costs like electricity, water and natural gas. An extra $22 per month likely doesn’t come as a welcome addition.

But cutting down the amount of money you spend on those bills each month doesn’t have to mean living by candlelight or sweating through a hot summer without air conditioning. We found 17 relatively painless ways to cut your energy bills and one way that actually pays YOU.

1. Get PAID to use less power once per week with OhmConnect

2. You spin me right round! Run your ceiling fans all year long

When it comes to your heating bill, you make make a serious dent by ensuring you have your ceiling fans rotating clockwise in the winter time. That pushes the warm air downward, allowing for less use of your HVAC system for heat. This quick fix could reduce your heating bills by nearly 10 percent!

3. Upgrade those old windows

Prevent brisk winter drafts, and an unexpectedly high bill, by adding a layer of insulation with storm windows. Not that this one comes with a bit of an upfront cost - windows plus installation can between $200 - $300 each, but you can reduce that cost by installing them yourself. Depending on the type of window you choose to replace, you can reduce heat loss in your home by 10-20 percent—which can add up to some serious savings over the long run. Heating and cooling typically account for 50 percent of your energy bill.  

4. Lighten up! Paint your roof white

In sunny climates, buildings with white roofs required up to 40% less energy for cooling than those with black roofs. At current utility rates, that means you could save more than $100 per year in cooling costs. And you could even start a new trend in your neighborhood!

5. Make Dad happy and optimize that thermostat

The ideal winter temp is 68 degrees Fahrenheit and in the summer it’s 73 — this keeps your home comfortable and your heating and cooling bills low. Trying going up or down one degree at a time until you reach your ultimate goal - you’ll typically save around 3 percent on your bill per degree.

6. Better yet, upgrade to a programmable or smart thermostat

Programmable thermostats: Using the four pre-programmed settings, which allow you to adjust the times you turn on the heating or air-conditioning according to a pre-set schedule, can save you up to $180 a year.

That’s because these devices can monitor temperature and humidity inside and outside your home, your comings and goings, and tailor heating and cooling cycles accordingly.

‍7. Before bed, do a nightly energy sweep

Aside from the most savvy of us, who hasn’t been guilty of leaving fans, lights or appliances on at night while we sleep? It’s safe to say we’ve committed this energy crime, but doing so wastes increasingly expensive energy, all night long. To save money, do a nightly sweep through the house to make sure all your electronic devices are turned off before you go to bed - the savings from simply turning everything off can add up quickly. For example, just leaving your laptop plugged in and not on for a year would cost you around $75, according to the Department of Energy. Try turning off your laptop (and other) between uses and watch the savings climb.

8. What are you waiting for? Change those lightbulbs

This one’s a no brainer and if you’re reading a blog post like this one, we’re guessing you’ve already done this. But just in case you haven’t … change those bulbs! Energy Star-qualified CFL (compact fluorescent lamp) light bulbs last about 10 times longer and use 75 percent less energy than traditional incandescent bulbs. The Department of Energy says one CFL pays for itself in energy savings in less than nine months. After that, the savings go directly into your pocket.

9. Pull the plug on energy vampires

Unplug “energy vampires,” like your laptop, TV and cable box, when you’re not using them. (Leaving your computer on all day alone costs an estimated $75 a year.) You can make this task even easier by using power strips with an on/off button.

10. Hot tip: Set your water heater at 120 degrees

Save yourself from getting burned - at the tap and on your energy bill! Not only does heating your water too hot create the danger of scalding, it can cost you some serious cash. The Environmental Protection Agency estimates that a heater set at 140 degrees or higher can waste $36 to $61 annually in standby heat losses to keep water at that temperature, and more than $400 to bring fresh water up to that high temperature. To save even more money, you can turn your electric heater off or turn your gas heater down when you go on vacation.

11. Be your own energy Sherlock - Do your meter and utility bill match up?

Utility workers make mistakes just like the rest of us, but when they make mistakes reading your meter, it can be costly. While you’ll probably notice a big error on your utility bill, you may not catch more subtle errors, which can mean you pay more than you should be for power.

Make sure you’re only getting charged for the electricity you actually use by comparing the meter reading on your utility bill to what you actually see on your meter. If the amount on your meter is lower than the one on your bill, that’s a dead giveaway that you’re being overcharged.

In addition to the ways listed above, PG&E customers may be able to lower their electricity bill by taking part in money-saving programs that come directly from Pacific Gas & Electric.

PG&E offers many programs that can help you save money and energy. Check out the options:

12. One time energy credit

You can receive a one-time energy credit for up to $300 through the Relief for Energy Assistance through Community Help (REACH) Program. This program helps you pay for energy when a sudden hardship occurs. PG&E sponsors REACH and The Salvation Army runs the program from 170 offices in northern and central California. NOTE: REACH is available only once within an 18-month period except, in some cases, for the elderly, physically challenged and terminally ill.

13. Low-income Home Energy Assistance Program (LIHEAP)

Get heating, cooling and weatherproofing help with Low-income Home Energy Assistance Program (LIHEAP). The California Department of Community Services and Development (CSD) oversees this federal program, run by 48 action agencies throughout the state. LIHEAP offers two types of aid:

  • Help for heating or cooling homes.
  • Help for weatherproofing homes.
  • Certain customers are higher priority:
  • Families who spend a large part of their income on energy.
  • Families with elderly or disabled members.
  • Families with children under age three.

14. Budget billing

The Arrearage Management Plan (AMP) Program

The Arrearage Management Plan (AMP) Program is a debt forgiveness payment plan option for residential CARE and FERA customers who have past due bills totaling $500 or greater which are at least 90 days old. In exchange for making on-time payment of your current monthly bill, AMP will forgive 1/12 of the eligible total past due amount. Other terms and conditions are detailed below in the FAQ’s*.


What is AMP?

AMP is a debt forgiveness payment plan option for customers with past due bills of $500 or greater which are 90 days of age or older.

How does AMP work?

The AMP program will forgive 1/12 of your eligible utility debt after each on-time payment of your current bill. After 12 on-time payments of individual monthly bills, the debt is fully forgiven (up to $8,000 per customer).

How do I know if my past due bills are at least 90 days old?

If the past due amount displayed on your current bill is greater than the sum of your previous two months’ bills, you most likely owe an amount that is at least 90 days old. You can also call 1-800-655-4555 to receive help in determining eligibility.

What if I owe more than $8,000 in arrears?

Because AMP is limited to $8,000, any arrears greater than $8,000 will be suspended while you are on AMP. You will only be required to pay your current bill while enrolled in AMP. You will not be required to make payments towards the balance of arrears greater than $8,000 while enrolled in AMP. Once you exit AMP, you will be offered a 12-month payment plan for any outstanding arrears that remain.

How many payments are necessary to complete AMP?

12 on-time payments. Additionally, after 12 on-time payments are made, your entire past due amount is forgiven up to $8,000.

What happens if I miss a payment?

You can miss up to two non-sequential payments, as long as you make up the missed payment by the next billing due date with an on-time payment of both the current bill and the missed bill. For example, you can miss a payment in March and pay both the missed bill (March) and the current bill (April) before the due date on the current bill. You cannot miss both March and April and make up both in May. This can occur twice during the 12 months you are on AMP. On the third instance, you will be removed from AMP.

What happens if I miss two sequential payments?

Customers that miss two sequential payments will be removed from AMP.

What happens to my arrears if I am removed from AMP due to missed payments?

If you are removed from AMP before reaching 12 on-time payments, there will be no impact to the debt already forgiven. For example, if you made 6 on-time payments before being removed from AMP, you will still have half your total eligible arrears forgiven. However, you will be responsible for any remaining debt that has not been forgiven.

Can I sign up for AMP again after being removed from AMP?

If you are removed from AMP, you are eligible to sign up again after a 12-month waiting period, provided you still meet the eligibility requirements. The waiting period starts the month after you are dropped from the program.

Can I sign up for AMP again if I complete the 12 on-time payments in AMP?

If you successfully complete the program, you may enroll again after a 12-month waiting period, provided you still meet the eligibility requirements. The waiting period starts the month after you complete AMP.

What other options are available to me if I am removed from AMP and still have outstanding arrears?

Customers that exit AMP with arrears will be offered a 12-month payment plan.

I am already on a payment plan with SCE. What happens to the payment plan if I enroll in AMP?

The payment plan will be replaced by AMP and you will have your eligible unpaid debt forgiven by making 12 on-time payments of your current bill.

Can I request a Budget Billing Plan (BBP) while on AMP?

Yes, customers can request a BBP while on AMP.

What happens if I receive Low-Income Home Energy Assistance Program (LIHEAP) assistance while on AMP?

LIHEAP assistance will be applied to the monthly bills and not the balance of the arrears. Any remaining LIHEAP amount will be held and applied to future monthly bills.

Service Agreement ID

A service agreement documents your specific arrangement with PG&E (including billing days, metering information and other factors) to calculate your charges. If you have multiple meters under a single PG&E account, each meter will have a unique Service Agreement ID number.

Rate Plan

This shows the rate plan under which you are receiving electricity service. For residential customers this is commonly E-TOU-C (a time-of-use pge bill pay options or E-1 (a tiered plan). You can compare your bill amounts on different plans and choose a new rate plan through PG&E. Customers can change rate plans up to two times per year.

Generation Credit

This is what PG&E would have charged you for generation service. Since SJCE now provides your electricity, it is credited back to your account.

Power Charge Indifference Adjustment

PG&E adds a fee to SJCE customer bills called the Power Charge Indifference Adjustment (PCIA). All electric consumers in PG&E territory pay the PCIA to cover PG&E’s above-market costs from legacy energy contracts and power plant operations (the PCIA is embedded in the electricity rate for customers receiving generation service from PG&E). SJCE’s rate setting always takes the PCIA into account so that rates stay competitive with PG&E’s rates.

Franchise Fee Surcharge

The Franchise Fee is collected by PG&E for the State to cover costs associated with rights to use public streets to provide electric and gas service. SJCE’s rate setting always takes this fee into account so that rates stay competitive with PG&E’s rates.

Utility User’s Tax (UUT)

The City of San José charges varying utility users’ taxes; this item is unaffected by SJCE service.

Since it appears under generation charges, it may look like a new charge, but it isn’t. Before, delivery and generation were bundled together into one charge, and the UUT was applied to it. Now, delivery and generation are separated, and the UUT is applied to each of these.

As of April 2019 California utility Pacific Gas & Electric Corp. (or PG&E as most of us know it as) has asked state regulators for another increase in rates and profits, saying it’s needed for wildfire safety and to attract investment as the utility goes through bankruptcy.

The Sacramento Bee reported that the request and a previous one could result in average PG&E customer bills rising more than $22 a month for electricity and natural gas.

If PG&E customers are on par with the average American household, grow by Acorns estimates that you’ll spend anywhere from $2,200 to nearly $4,000 this year on home utility costs like electricity, water and natural gas. An extra $22 per month likely doesn’t come as a welcome addition.

But cutting down the amount of money you spend on those bills each month doesn’t have to mean living by candlelight or sweating through a hot summer without air conditioning. We found 17 relatively painless ways to cut your energy bills and one way that actually pays YOU.

1. Get PAID to use less power once per week with OhmConnect

Have you heard the buzz from your neighbors about OhmConnect yet? It’s a free, secure service that PAYS you to save energy when demand across California is high and the electrical grid is overworked (typically on hot summer days when folks across the state are blasting air conditioners and keeping pools cool.)

When it comes to your heating bill, you make make a serious dent by ensuring you have your ceiling fans rotating clockwise in the winter time. That pushes the warm air downward, allowing for less use of your HVAC system for heat. This quick fix could reduce your heating bills by nearly 10 percent!

3. Upgrade those old windows

Prevent brisk winter drafts, and an unexpectedly high bill, by adding a layer of insulation with storm windows. Not that this one comes with a bit of an upfront cost - windows plus installation can between $200 - $300 each, but you can reduce that cost by installing them yourself. Depending on the type of window you choose to replace, you can reduce heat loss in your home by 10-20 percent—which can add up to some serious savings over the long run. Heating and cooling typically account for 50 percent of your energy bill.  

4. Lighten up! Paint your roof white

In sunny climates, buildings with white roofs required up to 40% less energy for cooling than those with black roofs. At current utility rates, that means you could save more than $100 per year in cooling costs. And you could even start a new trend in your neighborhood!

To save money, do a nightly sweep through the house to make sure all your electronic devices are turned off before you go to bed - the savings from simply turning everything off can add up quickly. For example, just leaving your laptop plugged in and not on for a year would cost you around $75, according to the Department of Energy. Try turning off your laptop (and other) between uses and watch the savings climb.

8. What are you waiting for? Change those lightbulbs

This one’s a no brainer and if you’re reading a blog post like this one, we’re guessing you’ve already done this. But just in case you haven’t … change those bulbs! Energy Star-qualified CFL (compact fluorescent lamp) light bulbs last about 10 times longer and use 75 percent less energy than traditional incandescent bulbs. The Department of Energy says one CFL pays for itself in energy savings in less than nine months. After that, the savings go directly into your pocket.

9. Pull the plug on energy vampires

  1. @Kevin Dao as long as you're a customer there they should be legally obligated to tell you why if they aren't then they should be and it should be thought for because they should have been doing it a long time ago they should have been doing as soon as they are rare because if you're a customer morally they should be obligated to so that's one thing that should change because they never should have had the right because it's not something that they morally should even be allowed to have the right to do if it was to do with it could affect their information that's one thing since it's not then it's just therefore for the sake of they don't have to have ethics
